Australia has particular expertise and experience in disaster risk reduction at home, and also supporting the broader Indo-Pacific‘s risk management and response capabilities.
By engaging with the Australian government, Global Shield Australia is building upon these foundations and supporting the development and implementation of policies that strengthen resilience and better prepare Australia for a wide range of threats and hazards, particularly those with catastrophic potential.
We believe that Australia can build on its existing expertise to lead internationally on global catastrophic risk, setting an example for the Indo-Pacific region and beyond.
Artificial Intelligence (AI) systems pose major ethical, social, economic and security challenges for Australia. The potential for advanced AI systems to exacerbate the risk of catastrophic harm to society is a key concern for Global Shield. This could include through AI’s intersection with nuclear weapons systems; enhancement of biological, cyber and autonomous weapons; acceleration of disinformation; and creation of fragility within critical infrastructure systems.
Reducing this risk will be critical in the near future as development and deployment rapidly advances and to ensure the opportunities of AI can be fully realised.
Global Shield will be supporting the Australian government to put in place credible and effective measures to minimise AI-related catastrophic risk, including through mandatory guardrails that take account of the potential for catastrophic threats posed by advanced AI; clear accountability and sanctions for harm caused by AI; and ensuring that national crisis planning incorporates AI risk.
Australia ranks among the most food secure countries in the world. However, events such as COVID-19, compounding natural disasters, overseas conflict, and disease outbreaks have demonstrated the fragility of Australia’s food system in the face of complex and global threats.
The need to better prepare for and be ready to respond to these challenges has been recognised in a 2022 parliamentary inquiry and by the Australian Strategic Policy Institute’s National Food Security Preparedness Green Paper.
Global Shield is working to ensure that the Australian Government commits to taking the actions required to secure Australia’s food system. We are seeking a national food security strategy that considers all potential threats and hazards, as well as plans to make Australia’s food system prepared for potentially catastrophic disruptions, such as research, development and application of resilient food production, protection and distribution processes.
Protection of Australia’s critical infrastructure will be critical to preparedness for threats and hazards of all kinds. The Security of Critical Infrastructure Act 2018 (SOCI Act) is a world-leading legislative framework designed to protect the nation’s critical infrastructure sectors from various threats. The Act was amended in 2024 to better respond to major incidents of any kind. Global Shield seeks the effective and timely implementation of these amendments.
Over the last few years, Australia has undertaken a range of reviews and reforms to enhance its emergency management framework. In September 2024, the Australian Government Crisis Management Framework (AGCMF) was updated, including the need to develop an “Australian Government Catastrophic Crisis Plan (AUSCATPLAN)”. Global Shield is working to inform the development of the Australian Government Catastrophic Crisis Plan to ensure it properly integrates consideration of global catastrophic risk.
