Monitor areas of interest to develop high-quallity data about given technical capabilities

Governments could systematically monitor areas of interest to develop high-quality data about given technical capabilities (and research fields); such information would have a range of downstream uses, from simply flagging people with expertise, to alerting governments to areas where they may want to further fund scientific investigation or parallel lines of research that support or counteract an emerging capability. Below we outline two examples of this in a commercial and a national security context.
