A global watchdog agency, be created for the express purpose of tracking progress of AGI programs, state-funded as well as corporate (the third variety, rogue AGI development, may be harder to monitor, but not impossible). This agency would have as its operating charter, the treaty on safe AGI development for the benefit of all humanity, as proposed above, with jurisdiction across all nations (a singleton, but within the specific context of AGI development, without authority over other aspects of governance or administration) and the lawful authority to both intercept unlawful attempts at AGI development and unilaterally terminate or freeze such programs.
